I read the ProPublica article earlier this morning. Two things struck me as I read it.

1. The federal government still has huge staffing vacancies in some departments because long term career scientists and engineers left under Trump because they couldn’t tolerate being lied to, muffled, marginalized and sidelined, demoted, or forced out by relocations. That and pay scales that make hiring difficult in states with a higher cost of living, even after factoring in area location pay offsets.

2. The Department of Defense has officially recognized climate change for over two decades. That policy will be hard to change. Two reasons. They realize and plan for regional conflicts that could arise because of natural resource shortages and power struggles and that planning includes logistics and supply chains. Second is base planning, primarily navy shore installations that are facing sea level rise.
